David holds a Master degree in Civil and Structural Engineering and he has dedicated most part of his professional experience to develop different engineering consultancy projects funded by Multilateral Organizations. Many of them related with assessment of civil infrastructure resilience to climate hazards. He is member of the Climate Change Working Group of the World Road Association, contributing currently to the development of the climate change risk assessment methodology recommendation for the Road Infrastructure of the Government of Spain. He is the Director of the Resilience and Climate Change Department.
